Elliot was also a member of the Communist Party of Australia until 1972 when he joined the Socialist Party of Australia. Elliot was originally from New Zealand and was Secretary of the Queensland Branch of the Seamen's Union prior to his election as Federal Secretary. Elliot died in 1984.
